Repo Homes and West Nile disease tango hand in hand in Gilroy. West Nile is emanating from abandoned houses choking with stagnant swimming pools. This has attracted mosquitoes. Ballard is in charge of tackling this menace by taking the help of mosquito-fish. These fish first destroy the mosquito larvae before turning to the gnats, algae and other types of harmful vegetation. When the destruction is complete the cannibalistic fish turn to each other in an orgy of killing. Lastly only two remain to wait for the next season. Another organization connected with pool service decided to pour chlorine in the water and kill of the fish together with mosquitoes. Each person doing his or her bit puts up a notice on the front door requesting for payment for the good services done.
Ballard goes on his rounds and released about 20 fish into a pool in London Place on Monday 2nd June. Since the collapse of the real estate Ballard is a very busy person visiting six to seven places in a day covering the entire Gilroy area. He also knocks on four or five in unincorporated counties. He has been at it for the past five years. With the foreclosure crisis raging the ownership is a big issue. While the foreclosure proceedings are on the question of ownership is in a limbo. Even after the banks take possession the situation does not improve as the banks have so many foreclosed units on their hands that houses remain abandoned and neglected for months on end. Mosquitoes take full advantage. West Nile is a deadly mosquito related disease that could very well turn fatal. Recently local authorities are penalizing property owners for neglecting their units. It is not just enough to pay taxes and remain off stage. The unit has to be looked after.
Ballard concentrates on preventing the outbreak of West Nile. His job has nothing to do with punishing people. Vector Control had two specialists fly over the city to take photographs of abandoned sites. Photos were then placed over maps to pinpoint the offending green spots. The danger is that the virus may not be contained only in these pools as mosquitoes are known to fly up to a one-mile range. So one pool here and another pool there might well cause terror across the whole city. Gilroy city spreads across 25 square miles.
