In Los Banos there are two facilities helping the poor – the Los Banos Rescue Mission and The Salvation Army. The property on which these two are located is under foreclosure since August last year as per the records of Merced County. The buildings are on 1231 Fourth Street. The default notice was delivered on 27th August as seen from the public records. Till 22nd August if the lender was paid $68,548 then the foreclosure would have been avoided. The estate is owned by Victoria Outreach Church. The Salvation Army has rented it from the church from September 2007. The Los Banos Rescue Mission has taken it in on rent from July 2008.

A spokesperson of PLM Lender Services of Campbell said that her client, University Investors of San Jose had the legal right to have disposed of the property by selling it last November. But the fact that it has not been done so indicates that the lender perhaps is trying to come to an agreement with Victoria Outreach.

The Reverend Steve Hammond is the head of both The Salvation Army as well as the Rescue Mission. He said that currently he has been holding talks with the lender. Hammond added that he was ignorant about the foreclosure until few months ago when he received a copy of the foreclosure notice. He assured that they were doing their best to keep things running and not disturb the organizations housed on this disputed property at Fourth Street.

Hammond wants the city to chalk out areas within the city limits where the homeless services can be stationed. A permanent address will of great help, as this will enable the charitable organizations to ask for grants. Hammond is hopeful of collecting enough money in the form of grants to purchase the property.

However Hammond does not have as yet any alternative plans ready at hand if the talks for avoiding foreclosure fail and the Mission and Salvation Army are compelled to move out. He said, “It’s in the back of our minds but we haven’t searched for another location. We don’t know where we can go as of yet. There are so many different scenarios. If we can’t buy it, who will? Will they let us stay?”

The urgent questions are hanging in the air as rising tides of foreclosure are leading to more homelessness and need for shelter and care.
